Sixty percent of total area in Surabaya is a kampung where most people hold the right of land ownership in there. Approximately 40% out of 3.1 Million people is living in Kampung. In other words, kampung’s existence shapes the original characteristic of Surabaya. Therefore, Surabaya City Government takes a number of initiatives to improve the condition and quality of kampung because there lies the activity of people that makes Surabaya a city that never sleeps.

Kampung is usually associated as a densely populated, unserviced, low-income urban locality. They are mostly slum area with bad sanitation, bad environment quality, and the home of criminals as well as less educated people. The bad environment caused people to suffer lots of diseases.

The first and basic improvement we did was to improve the infrastructure, accessibility, and sanitation or environment condition of the kampungs. After that, we intensively communicate with the inhabitants and teach them how to improve their kampung to be healthier, cleaner, and more comfortable. Then we introduced them the concept of a simple method of waste sorting and household composting. Now, they can sort the garbage into organic and inorganic waste. The organic is managed into compost.

Through these practices, they do not only get a better environment condition, but also a better income that they can earn from the waste bank. In Surabaya, we have two hundred and forty active waste banks with more than twelve thousands customers. One of them can even earn seventy two million rupiah per month. The composts resulted by the community is used to fertilize their own plants, flowers, and fruits. Besides managing the solid waste, people also learn to operate waste water treatment installation that is available in most neighborhood area. The water resulted from this treatment is used to watering plants, washing their vehicles, etc. that consequently can again help save their spending.

We also build a lot of public facilities there, including libraries, Broadband Learning Center, city parks, road lighting, street vendor center, as well as traditional markets. Many public spaces available are also used by the children and youth to do sports, practice dancing, or just playing on the playground. A number of initiatives have been developed to bring the quality of life in kampungs into a higher level. Recently, we established Safe Kampung program under close coordination with Police Department to reduce the rate of crime in there.

We also launched what we call as Education Kampung where there is a consensus among the inhabitants about a study hour for school-aged children living in the kampung. During that hour, they are not allowed to switch on television and the parents shall assist their children studying at home. This is basically to create a better learning environment in the area and to provide a more child-friendly environment.

Kampung does play significant role in Surabaya because of their location in city center. They help to keep the city safe and comfortable. The fast growing of new population will no longer be able to be accommodated in kampungs. Therefore, we build many low-cost vertical housing for rent that are spread across the city to make it more accessible. Many public facilities are also available in lower ground, including parks and sports field.

Surabaya is only 5 meters above sea level, making it prone to the impact of climate change due to the rise of sea level. Therefore, we change the function of previously planned as built area into a 2500 Hectares of mangrove conservation area. The benefits of the mangrove forest are that the east coastal area of Surabaya has no longer been flooded anymore. Also, to increase water absorption in the city and to improve the air quality, a number of city parks and urban forest are developed across the city. The results of the initiatives are now Surabaya has been free from flood, air temperature is reduced up to two degrees, and rate of diseases is also decreasing, while economy development and human development index is increasing.
